feat(YouTube): Add an option to disable toasts when changing default playback speed or quality

Feature description

Can we have an option to disable toasts such as these?

Motivation

These toasts block the screen any time I want to change the video speed or quality. If I have the option "Remember playback speed changes" set, then I'm aware that my actions will set the default playback speed and so I don't need to be reminded of me with a visual intrusion.

Or don't add an additional setting, but instead show the toast only once and don't show again until the app is restarted.
