Nevermind I found the video in the screenshot.

But I don't see any shopping links in the description so it must be shown to users in specific countries or a/b selection.

Looks like it's an a/b test.

The shopping items in the screenshot are identical to the player shopping shelf that appears in the player under the comment preview box.

I was able to replicate it. No, shopping_description_shelf doesn't work, using expandable_list.eml$shopping_link_item works though.
