RAGuides with apostrophes in the url are incompatible with set page links

To Reproduce
Steps to reproduce the behavior:

1. Go to https://retroachievements.org/game/18350
2. The actual URL for the RAGuide is https://github.com/RetroAchievements/guides/wiki/SpongeBob's-Truth-or-Square-(PSP)
3. When that is input as the guide URL, RAWeb converts it to https://github.com/RetroAchievements/guides/wiki/SpongeBob's-Truth-or-Square-(PSP)

Additional context
I'm not sure if there's an easy way to remove the apostrophe from the guide as a short term fix, however it'd probably be best long term if all valid URLs were compatible.

Maybe #3368 fix this too when accepted, or maybe need the same adjustments at other files?
