[TODO] Change to dark theme for RevUC 2023

The main objective is:

• Change background to black
• Change text color to white

We might have to manually change the "color" property of every text or links on the pages. But for future maintainability, we can make SCSS variables $color-text and $color-bg and use them, so that later year can just change the variables.
