Remove distro mutex version #96

I just wanted to pitch the following thought with the hope to get a conversation going.
Talking to @traversaro I was wondering if it would be possible to remove the distro mutex version and instead rely more on run_exports with the goal to not lock all packages together around a shared distro mutex version but instead based on ABI compatibility of binary packages (ament_cmake).
