BUG: Twisted lines should have the same impedance between phases #284

@alihamdan

Description

@alihamdan

In the geometric model of twisted lines, the twisting of the lines is not taken into account when computing the off-diagonal elements of the impedances and shunt admitances matrices. The resulting line model should have the same mutual impedances because twisting the lines balances the conductors of the phases such that they become symmetric.
