should mention (re)start of

otobo> /opt/otobo/bin/otobo.Daemon.pl start

and (but root > seems wrong)

root> cd /opt/otobo/
root> bin/Cron.sh start

I aggree.

otobo> /opt/otobo/bin/otobo.Daemon.pl start

might be not strictly necessary, as cron does start the Daemon. But there might be a delay of 5 minutes. I also see no reason to stop cron, as Cron.sh stop empties the crontab of the user otobo.
