BUG - Template files cannot be located in Add Local Annotation generator

Description

When saving changes in Add Local Annotation generator, the save fails because the template files cannot be located.

Steps to Reproduce

Steps to reproduce the behavior:

1. Create and Adaptation Project
2. Right click on the root directory of the project and select Add Local Annotation File
3. Select Create local annotation file from template
4. Click Finish
5. See an error that the template file does not exist in the specified path

Expected results

Changes are created

Actual results

Saving fails because template file cannot be found
