Data Usage Blocking

As a user, I want to be able to lock out certain devices I own from data usage features, so that I can stop unnecessary usage and control difficult situations.

1. The primary user should be able to lock out any device connected via Data Dam.

2. The primary user can set a device to be locked out of data usage functions after a data

limit is reached.

3. The primary user can lift a lock on devices at any time.
