Add USWDS intelligence to 'Generate Specifications' #19

Remove the 'Generate Specifications' functionality and toolbar button, since:

  • This functionality is incomplete, only supports the UEF design system, and is generally not used

Some of the specs info is generic across design systems, and is still useful (multi-lingual page content, notes), so leaving Generate Specifications in.

However, changing the label on this issue to enhancement, since it would be good at this stage to add spec support for USWDS
