Add figure and table insert tex at the end of each chapter

Today we patch in the insertion of figures and tables into each chapter, something like this:

+ \input{tab_porcine-reproductive-and-respiratory-syndrome_PRRS-sampling.tex}

We generate the file for the tab.tex in the line above but not the \input in the text.tex file.

We are currently processing the tables with 'drtex' a set of functions in mill to parse a word document with tables into multiple .tex files that contain both the table and the caption and table notes. We currently do not address figures at all.

We also import the paragraph text with pandoc,in the process removing all table and captions from figures and tables. Perhaps, we can use the same strategy but keep only the table and figure references to produce the caption files for the figures and inject the \input statements in the text.tex file
