Include the reduced time steps into the NTC #449
Description
The time series NTC cannot simply be the sequential call of the static NTC
For that to happen, the NTC time series has to be modified completely.
Probably by completely modifying the snapshot NTC simulation to be able to accommodate time
eventually.
