Windows installer CI tests labelled successful, even when app fails to launch

Describe the bug
While testing the example data issue (#3577), I was able to cause the Ubuntu installer test to fail, which should have also caused issues for Mac and Windows. Looking through the logs, the MacOS runner completed successfully, but the Windows installation failed to launch with the same error as Ubuntu. Despite the error, the Windows installer test was labelled successful.

Expected behavior
If the Windows installer is unable to install or launch during the CI process, the Windows installer test should give a failure.
