Downgrade CI tests temporarily disabled #498

Summary
The Downgrade CI tests have been temporarily disabled as they were failing.
Details
The Downgrade workflow (julia-downgrade-compat) is currently not working properly with the package's dependencies. This needs investigation to determine:
- Which specific dependencies are causing the downgrade failures
- Whether the compat bounds need adjustment
- Whether the downgrade test configuration needs updates
