Bug: Report with TBD outcome issue

Describe the bug
I use a report created in a previous version of VECTR that no longer works so the Blue Team can quickly see test cases needing their input. I have recreated that report and it does not work as well. There seems to be an issue around the Outcome flag of TBD

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Reporting'
2. Click on 'Test Case Drilldown'
3. Select at least 2 Assessments
4. Select at least 2 Campaigns from those assessments
5. In More Filters: Set Status to "Complete" and Outcome to "TBD"

Expected behavior
I expect to see a list of completed test cases that now need inout from the blue team for the outcomes.

From one campaign you can see their are multiple test cases that are completed that have an outcome of TBD

In the report I am getting zero test cases

I see that you have attack start filter as well. Do you have the date range starting and ending on the day of when those test cases were run? For example, if a test case was performed on April 16, is the start/end date range filter set to April 16 - April 16? If yes, try adjusting the end date to +1 day.

I had that set as

So they should have been within that date range. Removing the date range does allow the TBDs to show up. Which is very odd

I've added this issue into our internal tracker. The team will review and push a fix in a future release.
