M6 in console doesn't work as expected

I am using the fixed tool sensor strategy. When I enter M6 into the console, the top banner turns purple and says "Tool Change" but nothing else happens, and I have to hit STOP to proceed using the software. To be clear, I don't see the toolchange wizard or anything else on the screen. Why doesn't this trigger the tool change wizard like when M6 is called inside the program?
