Quick filter and header should be fixed during scroll

Currently, when navigating the relevant UI screens, both the Quick filter and header sections scroll out of view with the rest of the content.

Expected Behavior:

• The Quick filter and header sections should remain fixed and always visible, regardless of vertical scrolling.
• This will improve navigation and user experience, especially when dealing with long pages of data or logs.

Steps to Reproduce:

1. Open the traces/logs explorer page in the SigNoz UI where Quick filter and header are present.
2. Scroll vertically.
3. Observe that both sections move out of view.
