Support `scroll to fragment`/hash-links

Links like hash links attempt to load the raw file. We'd need to parse and replace links to page fragments ([behavior defined here](https://html.spec.whatwg.org/multipage/browsing-the-web.html#scroll-to-the-fragment-identifier)) to make this behavior work.
