Cropping via specifications for each cardinal direction

Given the following image [859, 649]

Which is than shrank to [85, 64]

How would I make the following transformations afterwards;

Crop and take -4px from the bottom, take -1 from the top

Than crop and add +1px to the right

Afterwards taking the shade at point [82, 1] and filling the transparency with that shade

Than finally resizing it to be 300%, 300% in width and height or [258, 177]

The code that I currently have to handle this is
