Migrate hosting to Google Cloud

Our backend will almost certainly be running on Google Cloud (based on infra from https://github.com/cubingusa/org). We're currently statically hosted using AWS Amplify, however, in order to use a single cloud provider we will likely migrate to Google Cloud hosting via a static bucket.
