[Auth] Create an auth management workflow

Allow users (with correct permissions) to adjust the authorization policy on the fly.

API:

• List all existing auth rules
• Create new rule
• Check if user is authorized to admin/update auth policies

UI:

• Show all existing rules
• Form or modal to create new (with auto-population of objects available on the API)
• Modal to update existing rules (with same auto-populated and restricted options)
• Client-side validation of requests
