In development title confusing when a new release is started #465
Description
After completing the release process for version 3.5.0, some users were confused by what appears to be in development being part of the 3.5.0 release.
This changelog is generated by a script in this repository. To help avoid confusion, when there are no change log entries, the inclusion of the in development header should be excluded or an entry added stating "No changes currently available for the up coming version in development".
