Upgrade R to 4.5

• Need to keep R version up to date and to match AVD.

• Upgrade R to 4.5

• R is up to date and all the packages work.

Currently blocked, feat: update r and r-studio by anrayliu · Pull Request #120 · StatCan/zone-kubeflow-containers is open and upgrades R studio server and R, but the R upgrade fails because R tidyverse cannot be resolved. It seems like tidyverse hasn't been updated for a while now, so there's no available version for R v4.5.1.

Another interesting discovery was that the provided SHA256 from the download page did not match from the downloaded file. This is true for R v4.4.1 that's currently installed as well. From a quick search, it seems to have been this way for a while now. To get the checksum portion of the build to pass, I had to manually generate the SHA with the powershell command Get-FileHash.
