Automate VSCode Extension Updates in Dockerfile Using Renovate

Context:

• I researched and implemented a prototype in the previous sprint: https://jirab.statcan.ca/browse/BTIS-969
• But based on more research I believe Renovate offers a compelling solution: https://docs.renovatebot.com/

Todo:

• Add Renovate to https://github.com/StatCan/zone-kubeflow-containers to detect and update pinned VSCode extensions in Dockerfiles.
• Test Renovate PR generation for extension updates using the Open VSX registry as the datasource.
• Document the setup and usage for the team to ensure consistent and stable updates.

Expected Outcome:

• VSCode extensions in Dockerfiles are automatically checked and updated via Renovate.
• Automated PRs are created for available updates, maintaining pinned versions.
• The process is documented and integrated into our workflow for reliability and reproducibility.
