The European Union has an "E-Invoice" Validation site, https://www.itb.ec.europa.eu/invoice/upload. Also this supports Rest api https://www.itb.ec.europa.eu/vitb/swagger-ui/index.html and SOAP IP https://www.itb.ec.europa.eu/invoice/api/validation?wsdl.
Maybe a PDF E-Invoice validator would be useful.
