issues with deployment - resource, vnet

We're running into some issues when we try running deploy.ps1. We have a vnet in an existing rg, but the output is complaining about vnet being declared but unused, and that scope Resource needs to be scope ResourceGroup.

From a quick glance, can you tell what we're doing wrong? Thanks!
