Arguments avalible in API not accessible from command line

The user cannot access the parameter:
```
fe.run(cluster=False)
```
from the command line without launching a python instance and performing this manually. 

**Request** there should be a parameter from the command line: `--cluster` which can be set to `True` or `False`
