Lead times in transport and processing

Add parameters for lead times:
1. Either add a dictionary like transport avail and distance to indicate the number of scheduling time horizons it will take for transporting, or
2. Specify a speed attribute to the object, that can post-calculate the time from distances, or
3. Both for more generality
