Sync location remains empty after verifying the device

When a device is veryfied the sync settings are not set to that of the location. Even if set manually on the server and syncing the tabllet, the device sync settings remain empty:
T.device.device.syncLocations
[]

Also the device Verified property is also false, after a server verification

verified:  false
