[FEAT] Theming for dashboard

Is your feature request related to a problem? Please describe.
TAU needs a "theme" feature so people can choose the color palette/look of the dashboard.

Describe the solution you'd like
Some kind of page, where users can select colors to build a custom theme, or select between a few built-in themes.
