Add pyopenssl to requirements, Add FLASK_RUN_CERT env varviable for development level only

Currently, local environment requires a certificate and run special flask command to run website page containing square payment form (post-a-job page). Run the page without having to individually create a certificate and run this specific command, by adding the new environment variables and pyopenssl dependency. This issue stemmed from setting up an updated Docker image and the need to create a more seamless virtual environment. Completing this issue will solve the parent issue of setting up Docker with updated Python version.
