[Enhancement] Change implementation of Face Tracking feature

Summary
Currently, for Face Tracking Google's Mobile Vision API is used. It is now deprecated and its support is added to ML KIT.

Enhancement
Change the current implementation of Mobile Vision API with newer version via ML KIT.
