Local Group Policy isn't actually set by VDOT

I was having some trouble with adding some additional group policy to the existing 'LocalPolicy' settings file PolicyRegSettings.json and I learned when looking into the code and local group policy editor that VDOT doesn't actually set the local group policy but instead sets the registry to what the result would be had actual local group policy had been set.
