Add tools for uglifying JS (perhaps also tw wikitext)

I've saw many concerns about the size of tiddlywiki core. If we adds uglify support for building tiddlywiki, its core size will be significantly reduced. And then we can implement features like #8533 .

I think compressing JS code is not advisable in TiddlyWiki, as it is unfriendly to users.

Since most of the users only need edit the wikitext part of tiddlywiki, I think uglifying JS may be acceptable. At least we had better have tools for removing the comments in JS files.

I think only this plugin is not enough. IMO we need uglify tools that can customize how to uglify (like only remove the comments). It is also necessary to provide cli uglify options for the --render command.
