[BUG] Typed Block $$$.svg works, $$$.csv does not work

At talk there is a question:

Why there is no .csv shortcut for text/csv typed blocks (analagous to .svg being a shortcut to image/svg+xml)

To reproduce:

• A typed SVG block can be created using $$$.svg
  • See: Typed Blocks in WikiText
• $$$.csv does not work
• For consistency reasons it should be fixed
