Create a class that is a model of the physical arm.
Have it interface with the real arm so that the arm is in the position the class says it is in.
Use Firmata to talk between the PC and the Arduino
Use the included implementation of StandardFirmata on the Arduino
Use http://code.google.com/p/sharpduino/ for the PC.
This is in C#.
