New Environmetns in ui/cli without cloud connection

Hello Again,
Currently, I try to follow the tutorial for setting up sqlmeshui with dbt. I'm also trying to include my trino connection. I am already setup and the UI is working. The one thing that's for me unclear in the tutorial, how an environment is set up. In the tutorial, there is a cut and the environmets are set up instantly.

Now I want to know if I can set up a new environment without connecting to tobikodata-cloud. And how I am able to do this
