This is a weird bug where you jump into the water near an object like a ramp that goes into the water or a pole or wall and then you get stuck and cannot move at all anymore, sometimes you can free yourself, but often you are completely stuck.
I think this has to do that the bounding box for collision changes when the player switches to swimming animation and when he was close to an object when that happens the bounding box increases and goes into an object freezing the player in place.
This can happen if you simply run down a ramp that consists of a block that is rotated to slope into the water.
