stored ref from useEffect is detatched from DOM #200

Summary
This needs a more minimal example, but after saving the ref from a useEffect, looking at that ref later points to a detatched version of the element.
The specific goal here was to verify the text change from a textarea, but the ref still points to the old version of the element:
