Allow for monthly maintenance windows #1379

Describe the feature request
I monitor some endpoints which have maintenance windows scheduled on the 1st wednesday in each month.
Currently the configuration does not seem to allow that schedule.
A cron-like entry like 0 19 1-7 * 3 might help on this. (suggestion inspired by #1364)
Why do you personally want this feature to be implemented?
I want to avoid false negatives and false positives due to improper configuration of maintenance windows.
