Communicate client to API server connectivity issues in UI #1453

Describe the feature request
Currently if there are connection issues to the API server the UI does not communicate the connection loss.
I propose to make the connection loss visible by changing the color of the refresh button.
Why do you personally want this feature to be implemented?
I came across this during development. During normal usage this issue probably doesn't arise very often.
