Test Definitions performance improvements

Purpose

Currently the clang-tidy and colcon-test jobs are pretty slow. There a number of different optimizations we can do.

Changes

• Building takes a long time; can we use quick build for everything except for clang-tidy?
• In subteam repos, can we only build and test the package itself?
• Issue for investigating clang-tidy: Clang tidy takes a long time #99
• Kick off sailbot_workspace CI when subteam repo PR merged in and get rid of the regression testing on Fridays
