This game is unique in that it seems to use Gamebryo game engine in the backend, but to me seems to use a UE5 wrapper and client on the gameplay aspect and visuals. While people can 'mod' to some degree, there is no official mod support because this seems to be 'half-implemented' into the game in a sense. For instance data like items or entities and such can be changed, but you can't really 'create' many new things to add to said game as the visuals and utilization happens on the UE5 front end.
This is where I think UE4SS could come into play, it mods UE5 games with scripting capabilities to add mechanisms and mechanics to the game, since the UE5 engine is drawing from Gamebryo as a form of 'database'.
People can already create pak file mods to some limited degree for basic optimizations and such for instance.
