Thanks for the prompt response. apache-ultimate-bad-bot-blocker does not include this range. This range is commented out in all their files - see here. In other words, you are choosing to include commented out networks.

The nginx-ultimate-bad-bot-blocker has the exact same verbiage in their configuration files. Again, it seems to be a choice on your end to include these:
