Bad Export Markings

Significant portions of the source code contain export markings:

U.S. EXPORT CONTROLLED TECHNICAL DATA
 * This software product contains export-restricted data whose
 * export/transfer/disclosure is restricted by U.S. law.

If it is export controlled [CUI/ITAR/EAR/etc.], it should not be in a public github repo.

If it is not export controlled, these markings should be removed. Failure to do so could cause significant problems for some users.
