Unable to access the pool json file in AlphaRouter due to cloudflare ipfs server

• Summary
  The cloudflare ipfs server closed on 14th, August. So we aren't be able to access the pool json file.

anything on this? in the code we still point to the nonexistent cloudflare pool json
