Using consumables (notably grenades) should make the weapon "not ready" #58

Description

Currently, using a grenade or medkit is instant.
For medkit, I do not think it's a problem, but for grenades, it means people can just instantly throw a nade, that can't be countered in any way by aliens.

I think throwing grenades should delay the moment at which weapons can be fired anew, at the very least.
