[Agent] Allow user to provide additional setup information before exploration

Additional context from the user can help shortcut the exploration / clarification process.

One approach is to use the ask_user tool to ask the user if they wish to provide information (mostly for "how to start the app") at the beginning of agent run. This would auto-continue if the user doesn't respond in 15 seconds.
