Not sure if this is going forward. If so

http://www.uia.org/yearbook might be a good source for raw data? The free version isn't useful, but the subscription might be.
http://jpr.sagepub.com/content/45/6/837.abstract is slightly out of date, but could suggest ways of analyzing the data.

(Glanced at the entries for intergovernmental organizations on dbpedia, and member states do not seem to be part of the data set, frustratingly. For example: http://dbpedia.org/page/Council_of_the_Baltic_Sea_States)
