add cache system to prevent too many calls to AWS #8
Description
currently, AWS resources state is directly checked against AWS, it's not a problem for small systems but may become one if it grows.
However, given the complexity it introduces to the system (we may need a new deployment for a redis-like pod), we can just wait and see for now.
